METERING SUPPORT ENGINEER – Oman Gas Company – Muscat

Job Purpose

Responsible for providing technical and engineering support in the application of metering instrumentation, Custody transfer metering, Quality measuring and analysing equipment etc. for effective, safe and reliable design, operation and maintenance of the pipeline system and facilities. Responsible to engineer and manage/supervise all departmental metering projects including assigned field change proposals from initiation to handover.
QUALIFICATIONS:
Bachelor Degree in Engineering.

EXPERIENCE:
At least 7 years Oil and Gas related experience.

JOB SKILLS:
1. In-depth knowledge on gas measurement and fiscal metering utilizing the latest techniques of ultrasonic flow measurement and quality measurement and analysing equipment like Gas Chromatographs, Impurities-in-gas analyzers, Moisture and dew point analyzers etc.
2. Thorough knowledge of control and communication systems, installation, operation and maintenance as well as communication/control/measurement interfaces (SCADA, RTUs, PLCs, DCS etc.) and instrument protective systems.
3. Thorough knowledge of control and communication systems functions, design, configuration,HAZOP, SIL etc.
4. Strong understanding appreciation of other cultures and cross-cultural integration in a multi faced environment.
5. Self-Motivated, dependable and initiative.
6. Highly developed language skills in written and spoken English.
7. Arabic language skills will be an asset.
8. Possess a valid Omani drivers license.
Roles and Responsibilities
1. Focal point for all metering systems; train and lead verification teams on routine metering system validation schedule.
2. Review, design or modify metering systems and quality analyser systems.
3. Implement Metering updates including:
– Addition of new instruments and making provision for them on supervisory computer mimics and reports.
– Generate new reports.
– Modify pre-set alarms set-points.
4. Perform routine checks on the Metering system.
5. Diagnose and troubleshooting Metering system, field communication and telemetry equipment problems and initiate repairs with appropriate company personnel or external agencies.
6. Identify spare parts complete with specifications and inventory levels.
7. Develop operating and maintenance plans and schedules for field instrumentation and equipment.
8. Implement related Facility Change Requests of the pipeline system and associated facilities.
This includes:
– Identification and review of changes required to improve system performance.
– Development of scope of work statements and design basis.
– Preliminary budget estimates of costs.
9. Testing and commissioning.
10. Budgeting and long term planning.
11. Liaison and Supervise execution of assigned projects and initiatives with Contractors, Consultants and other third parties.
12. Provide technical and engineering support to Gas System Management.
13. Participate on emergency situations in-line with line of expertise and responsibilities.
14. Coaching and training for sub-ordinate or new staff as required.
15. Abide all statutory requirements pertaining to HSE.
16. Adhere to all HSE standards and specification of OGC.
17. Implement all Quality and HSE requirements coming under your area of jurisdiction.
