Oman Rail has the mandate to develop the rail network as a major step in Oman’s journey to become a key logistics hub for the region. The rail network is being built in conjunction with other GCC member countries to connect rail services within the Gulf countries. The 2,135kilometre rail network – the country’s first – is connecting major Oman Ports of Sohar, Duqm and Salalah, to the GCC and consequently wides region.

 

Main Purpose
The Quality Assurance Manager is responsible for leading and directing the development and implementation of Oman Rail’s corporate Quality Assurance framework and Integrated Management System (IMS), so as to achieve consistent quality, business excellence and industry best practice across all facets of business activities and facilitate continuous improvement and customer satisfaction.
Principal Accountabilities
Key Responsibilities
• Responsible for establishing and maintaining the company’s Quality Policy, Business Excellence and Continuous Improvement strategies, Quality principles and program so as to ensure the provision of a world-class, fit-for-purpose business operation for Oman Rail’s employers, supply chain, public and others affected by its activities.
• Develop, implement and maintain a corporate Integrated Management System (IMS) in support of all corporate divisions and all parts of the project lifecycle, including factory and on-site inspection, document control, records management, design & construction non-conformance reporting and close-out, testing & commissioning and operations & maintenance, achieving external accreditation to ISO 9001.
• Work closely with all divisions, PMC, construction supervisors, EPC contractors and supply chain partners to ensure effective Quality Assurance and Quality Control implementation within Oman Rail offices and on-site by monitoring QA/QC performance and ensuring compliance through the use of appropriate objectives and KPIs, audit and inspection, production of ITR/NC reports and analyses, as required, and undertake comprehensive periodic Management Review.
• Promote an effective Quality and Business Excellence culture and highest quality standards using established methods, techniques and other proven tools (e.g. Kaizen, Six Sigma, TQM etc.) to benchmark quality and business excellence, increase business efficiency, reduce waste, encourage innovation and communicate and promote topic-based QA and QC communications, initiatives and campaigns as appropriate.
• Establish, lead and facilitate ad-hoc Quality Circles, Quality Improvement Teams (QITs) and Six Sigma initiatives as appropriate, and liaise with Oman authorities on participation in national quality and business excellence awards and initiatives.
• Ensure that the Oman Rail Quality Manual, IMS policies, procedures and standards comply with Oman law and other local requirements as required, liaising with government bodies and agents as necessary.
• Develop a QA Competence Management framework and associated training plan, based on appropriate training needs analysis to ensure corporate personal and professional development needs are met.
• Advise Procurement on all Quality Assurance and Quality Control contract requirements (e.g. supplier accreditation and certification) and as informed buyer for all QA services and products (e.g. document and records management systems, external accreditation and audit services, training, consultancy support etc.)
• Develop and execute the annual IMS Internal Audit plan, as per the IMS requirements and ISO 9001, and ensure that NCRs arising are closed-out to plan.
• Conduct regular topic and risk-based seminars and briefing sessions with employees, supply chain partners and external parties to encourage dialogue on QA matters and enhance technical awareness of QA requirements (e.g. inspection and testing).
HSQE Responsibilities
• Support the development and implementation of the HSEMS and Competence Management System HSE requirements within their Department and provide the leadership to ensure that contents of HSE policy statements are known and understood by their staff.
• Support the development of the HSE policy statement and supporting procedures.
• Exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions, and promote the same within their area of responsibility.
• Lead by example and ensure that ways to conserve energy, water and resources and minimize the generation of waste are identified and responded to across the business (e.g. recycling campaigns, procurement of energy saving equipment) within their area of responsibility.
• Protect information assets and data, including both electronic and paper based, from all threats whether internal, external, deliberate or accidental.
• Support the promotion a good and robust HSE culture among the departments and peers.
• Conduct regular reviews of HSE performance within their department and seek ways to continually improve as part of the annual Internal Audit Plan.

 

Experience and Knowledge and Skills
Knowledge/Skills
• Sound business acumen with strong interpersonal and soft skills.
• Ability to communicate effectively, both orally and in writing.
• Will have and be able to demonstrate an expert understanding of ISO 9001, OHSAS 18001, OHSAS1400, related rail industry standards and systems, procedures, requirements and project management and O&M management methods and tools.
• A knowledge of Oman HSE regulations, labour law and Arabic would be a distinct advantage.

Experience
• Minimum 10 years’ QA general industry experience, with 5 years’ QA experience in rail manufacturing, construction, major project management and/or operations and maintenance.
• Will ideally have international experience working on rail in the GCC region.

Main Challenges
• Managing QA and QC effectively within what is a new national, safety-critical industry for Oman where knowledge of rail, and the risks arising from its development, construction and operation are poor and not readily understood.
• Attaining good QA and QC performance on site will be challenging where typical project constraints and program demands (e.g. time, cost), environmental factors (e.g. heat), cultural attitudes, differences in languages and working methods and varying standards of competence can adversely impact on product quality.
Scope and Complexity
• The QA Manager is the “Professional Head” of Safety and, as such, will work closely with other departments, PMC, supervision contractor, supply chain partners and with other stakeholders to ensure Oman Rail adopts world-class QA standards.
Qualifications
• Educated to degree level, preferably in engineering or relevant equivalent.
• Recognised post-graduate professional QA qualification (Master’s degree in Quality or HSE Management, NEBOSH Diploma or equivalent)
• Six Sigma License holder
• PMP Certification
• Chartered Quality Practitioner status (e.g. MCQI or equivalent)
