Job Description

Introduction

The International Labour Organization’s (ILO) partnership with its constituents on the prevention and elimination of child labour has a long historical background in Pakistan. In this regard, over the past 20 years, the ILO has supported the Government of Pakistan (GoP) and the social partners to tackle Child Labour and Bonded Labour through various interventions ranging from institutional support to capacity building, policy and legislative development/review and direct actions. The success of previous initiatives has demonstrated the value of ILO’s approach which highlights that the complex and multi-faceted issue of child and bonded labour can only be effectively addressed through multi- strand programming. Deriving its strength from its tripartite constituency, the ILO has well-established networks and partnerships with various stakeholders, within and outside the country, including the Ministry of Overseas Pakistanis & Human Resource Development (OP&HRD), Employers’ Federation of Pakistan and Pakistan Workers’ Federation, at the national level; provincial Departments of Labour as well as district level counterparts including employers and workers affiliates; and NGO/CSOs.

Most recently, ILO and Stora Enso, a leading global provider of renewable solutions in packaging, biomaterials, wood and paper, have entered into a unique Public-Private Partnership (PPP) to strengthen Stora Enso’s global policy and efforts to promote decent work and progressively eliminate child labour in its value chain in Pakistan. The agreement has global and Pakistan specific local components. The first one will focus on aligning policy and practice with international labour standards and increasing the company’s knowledge of child labour and other labour rights. The second component aims to promote decent work and combat child labour in the value chain of Bulleh Shah Packaging (BSP), Stora Enso’s joint venture in Pakistan. The global component of the partnership will start with the ILO providing Stora Enso technical support to strengthen its policies and due diligence processes on child labour and other labour rights. The Pakistan specific component will include research, technical assistance and capacity building support towards BSP employees, implement pilot community interventions and ensure availability of technical support to mainstreaming decent work in the value chain. This component is expected to contribute towards promotion of the Decent Work Agenda through its support to realise the Fundamental Principles and Rights at Work, particularly ILO Convention No. 138 on Minimum Age and ILO Convention No. 182 on the Worst Forms of Child Labour. Also in line with these guiding principles, the project promotes sustainability through capacity building, including of the social partners, at different levels.

To implement the Pakistan specific component, ILO Country office for Pakistan is hiring a National Project Coordinator.

Reporting lines

Under the overall supervision of the ILO Country Director, Country Office for Pakistan and in close collaboration with the relevant Senior Programme Officer, and the relevant ILO Specialists at DWT Delhi and units at HQ, the National Project Coordinator will lead the implementation of the Pakistan Specific Component of the Public Private Partnership agreed between Stora Enso and ILO. The incumbent will also oversee the work of international experts and international and local consultants hired during the course of the project.
Main duties and responsibilities

Specific Tasks

  • Provide technical assistance (in close collaboration with the relevant ILO Specialists) to Bulleh Shah Packaging, Department of Labour Punjab and ILO Social Partners to strengthen their capacity, and to improve their mechanisms to address child and bonded labour in the select value chain;
  • Provide specific assistance to BSP to complete all activities as envisaged within the Programme Document in a timely manner and to achieve all the targets under the respective action programme;
  • Ensure availability of a baseline study to identify decent work deficits in the BSP Value Chain and clarify Stora Enso’s and BSP’s responsibilities;
  • Orient and sensitize BSP management and staff and their representatives on the dividends of decent work;
  • Design pilot interventions, drawing on the findings of the baseline study, in collaboration with ILO, Stora Enso and BSP;
  • Ensure development of a proposal for a medium-term technical support programme;
  • Provide support as required to facilitate the mid-term and final evaluation;
  • Provide technical advice to the stakeholders in the development of strategies to address child and bonded labour in the value chains;
  • Facilitate the set-up of a child labour and bonded unit within BSP;
  • Facilitate the set-up of relevant coordination mechanisms with BSP; and
  • Facilitate the design and implementation of a model for monitoring and reporting systems on child and bonded labour in the geographical location of the project.

Generic Tasks

  1. Review and analyse country specific development plans and priorities, socioeconomic data, reports and other relevant information; identify potential technical cooperation project areas and provide written analysis on the findings to management.
  2. Contribute creative ideas for programme/project development and serve as senior national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of ILO programmes, projects and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  3. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  4. Provide programming and administrative support to programmes and projects in areas of responsibility.
  5. Prepare briefs, background information, periodical reports, subject matter related technical reports and statistical data on status of programme/project activities.
  6. Assemble and edit basic data required for planning and negotiation of programme/project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements.
  7. Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.
  8. Assist in the development and maintenance of computerized information systems for use in monitoring and reporting on activities and performance.
  9. Handle fellowship programmes for specific projects, analyse and evaluate relevant budgets, objectives and activities, and initiate action as required.
  10. Participate in the preparation of conferences, seminars, workshops, training sessions and meetings. Speak on behalf of the ILO when attending these gatherings alone. Serve as a focal point for selected technical subjects and attend meetings, workshops and inter-agency meetings, and present reports and papers.
  11. Serve as public relations liaison and relations officer of the office and promote ILO activities. Draft, edit in, or translate into local language(s) news releases, official correspondence, statements and speeches and other public information material.
  12. Plan, organize and facilitate consultative meetings, seminars and workshops. Act as interpreter and participate in policy dialogue and technical consultations. Draft speeches and address meetings on behalf of the ILO.
  13. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters.
  14. Undertake missions to project sites independently or accompanying other officials.
  15. Supervise the work of support staff and junior national officer staff.
  16. Perform other duties as may be assigned by the supervisor.

– Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners;
– Should be open to and able to make changes to accommodate culture and gender differences in order to interact effectively with individuals;
– Ability to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, private sector and to mobilise the support of international donor agencies and provide quality services;
– Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements, or cultures;
– Good knowledge of the role and operations of UN system activities for development is an advantage;
– Good knowledge of the Pakistani context and demonstrated experience in producing quality documents, technical tools, M&E, and timely result based reporting.
