The Directorate of Monitoring (DOM) was established in 2005 as an attached department of Home Department. Its mandate is to carry out independent third party monitoring and evaluation of security agencies as tasked by the government. The initial task was to supervise, monitor, inspect and evaluate the Punjab Highway Patrol (PHP), which was being established as a new proactive Police Force, different from the already existing Punjab Police. The aim was to make PHP an upright, honest and people friendly police force. The DOM has subsequently been tasked with additional responsibilities to monitor and maintain the database of all Private Security Companies.
