Organizational Context
Since July 2008, Pakistan’s north-western areas of Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA) have experienced population displacements due to security concerns and military operations against non-state armed groups. Patterns of displacement and return movements have coexisted and remained dynamic. New displacements from one location occurring in parallel with returns to a different location. Though there are numerous variables influencing such population movements, the primary factor is security. As a general trend, when insecurity increases there is displacement, and when insecurity decreases people return.
Over the course of the last few years, all the Agencies of FATA have been affected by militancy and large scale displacements. While it has been possible for some population groups to return home (most notably to Bajaur, Mohmand, Khyber and Kurram Agencies), 2014 saw a massive exodus of people from North Waziristan Agency after government launched military operations Zarb-e-Azb in June 2014 and later from Bara Tehsil of Khyber Agency after the launch of Khyber-1 military operation in October 2014. This latest wave of displacement has brought the total FATA Temporarily Dislocated Persons (TDP) caseload to an estimated 300,000 families (around 1.6 million people), around 70% of which are women and children. In order to meet the emergency food and other needs of a registered caseload, humanitarian agencies are currently supporting 1.56 million people displaced from FATA, both in camps and in host areas in KPK.
Since the onset of the North Waziristan displacement in June 2014, UNDP has been working hand in hand with the Government at National, Provincial and District levels in order to strengthen the local governance capacity to manage this crisis and to provide solutions for both the IDP population and the affected communities in the hosting Districts. At the same time UNDP will also continue to support the FATA Secretariat in the implementation of the FATA Sustainable Return and Rehabilitation Strategy which seeks to address the most immediate rehabilitation and recovery needs in FATA in order to facilitate sustainable returns of more than 300,000 TDP families (including over 100,000 families from North Waziristan) in the coming two years. The Strategy centers around five key pillars of recovery: rehabilitation of damaged infrastructure, re-establishment of law and order, strengthened governance, improved livelihoods and social cohesion and peacebuilding. The Government is keen to ensure solid coordination between the rehabilitation and recovery process and the medium to long term socio-economic development and the much-needed constitutional, legal, judicial and institutional reforms.
Under the supervision of the National Project Coordinator for FATA Returns Project, the Finance Manager will provide high quality professional financial expertise to manage project’s Financial and Administrative operations according to UNDP rules and procedures.
Functions / Key Results Expected

1. Project Budgeting and Control
o Prepare budget forecasts and estimates in coordination with Programme Team for annual and quarterly budget requirements and project proposals, which involve financial forecasting, budgeting and accounts.
o Maintain record of all cost sharing donors of the programme, follow up for release of tranches as per cost sharing agreements.
o Prepare financial and budgetary plans ensuring full compliance with UNDP’s regulations and rules, policies, procedures and Internal Control Framework.
o Act as focal person for project’s audit.
o Briefing programme partners in receipt of payments from the project on financial procedures and requirements.
2. Project Financial Management, record keeping and tracking of expenditure
o Prepare and update financial reports for cost sharing donors and share with them as per requirements of the cost sharing agreement with respective donors.
o Regularly maintain financial delivery status of the Programme and share with UNDP CO and
Programme team with analytical lens on delivery rate, reasons of low delivery, maximize delivery and other financial issues.
3. Project Reporting
o Review financial reports of the implementing partners ensure compliance with the agreed terms and conditions. Ensure effective monitoring and follow up on financial targets set in the quarterly and annual work plans in terms of implementation and delivery of services.
o Keeps detailed records throughout the year regarding expenditures, cost readjustments,
And utilization of resources allocated to projects
o Monitor expenditures for all phases of the financial operations, managed budgets and provides accurate information to Crisis Prevention and Recovery Unit on budget status.
o Participates in regular project progress review meetings and Provides background materials, reports and analyses as required.
4. Administrative management of the project offices, reserves and assets
o Management of internal repository system for the tracking of grant funds and projects Preparation and compilation of the financial forecasts, delivery plans and financial reports to UNDP and cost sharing donors.
o Monitoring, analyzing, and supervising expenditures by Programme with respect to approved budgets and workplans.
o Act as focal person for project’s audit.
o Briefing programme partners in receipt of payments from the project on financial procedures and requirements.
o Prepare cash plan, expenditure reports and correspondence on utilization of funds.
o Supervise inventory for both expendable and nonexpendable project items.
o Perform any other tasks as assigned by supervisor for achieving the above objectives

Recruitment Qualifications
Education:
- Masters degree in Accounting, Financial Management, Business Administration, and Commerce.
- Qualified Chartered Accountant from The Institute of Chartered Accountants of Pakistan will be preferred.
Experience:
- A minimum of four years experience in a similar function, preferably with an international organization, in independent financial management.
- He/she must possess financial analytical skills for effective and transparent utilization of financial resources and integrity of financial services
- Experience in the use of computers and office software packages and handling of web based management systems.
- Familiarity with United Nations financial rules and regulations is desirable.
Duty Station: Peshawar, with extensive travel to field areas of Bannu & FATA
Language Requirements:
Fluency in English and Urdu required.
Knowledge of Pashto would be an asset.
