Education Sector Specialist (Governor’s Strategic Support Unit for FATA Pakistan)

un_logoThe Federally Administered Tribal Areas (FATA) have an estimated population of over 5 million and are among the least developed regions of Pakistan. The region lies along Pakistan’s border with Afghanistan and has been affected by militancy and violence, which have in turn limited the reach and coverage of social and economic service delivery by the state. The Constitution of Pakistan accords special status to the FATA region, which is included among the territories of Pakistan and is represented in the parliament. However, FATA continues to be governed under the Frontier Crimes Regulation (1901) and the laws framed by the parliament do not apply in FATA. The Constitution vests the President of Pakistan with the authority to issue regulations for the peace and good governance of the tribal areas. The Governor of Khyber Pakhtunkhwa and FATA, on the behalf of the President of Pakistan, governs and exercises the executive authority over the FATA region. The Governor also oversees the FATA Secretariat, which is the government’s administrative and service delivery structure for FATA.

The militancy and subsequent military operations have led to the displacement of over 2 million people from FATA over the last few years. The Government launched a Return and Rehabilitation Strategy in early 2015 and confirmed its resolve to support dignified return and rehabilitation of the displaced families to FATA between March 2015 and December 2016. This year, the Governor’s FATA Reforms Commission issued its interim report, recommending reforms in the following areas: (i) peace and security; (ii) return and rehabilitation of the internally displaced persons; (iii) establishment of formal judicial system; (iv) introduction of local governance; (v) establishment of the Governor’s advisory council; (vi) political reforms; (vii) quick impact projects; and (viii) institutional reform of the FATA Secretariat for efficient, effective service delivery with accountability and transparency.

The Governor has requested UNDP to support the establishment of a Strategic Support Unit (SSU), with the mandate to support the Governor and the FATA Secretariat in achieving the achievement of priority goals and targets through systematic and rigorous prioritisation, analysis, follow up and decision making. Reporting directly to the Governor, the Unit will work with the FATA Secretariat and line departments to ensure that:

  • Existing aspirations are translated into a prioritized set of goals, targets and action plans.
  • The relevant department is provided consistent problem solving support in ensuring that on-time progress is made against the agreed upon action plans.
  • Routines including periodic reviews with the Governor and senior government leadership are put in place to give an independent overview of progress and to ensure that decisions and corrective action are taken to put plans back on track where required.

Duties and Responsibilities:
The Education Sector Specialist will head her/his respective team and report to the Head of the SSU.
The specific functions include the following:

Provide recommendations for the establishment of realistic sector targets:
• Carry out a detailed analysis of existing data and sector plans
• Review lessons learned in sector based programming
• Provide recommendations of sector targets which are achievable and will have a substantial impact on the overall progress of the sector

Provide advice on strategic planning on education:
• Provide substantive and technical support to the formulation of strategies and plans to achieve the agreed targets by raising efficiency and insuring financial sustainability;
• Provide substantive analysis of bottlenecks which limit the achievement of the sector targets;
• Provide solid recommendations to correct bottlenecks and enhance sector performance
• Facilitate the preparation of Policy Papers;
• Participate in studies, analysis and formulation of objectives, policies and programs related to the general education sector, agency wise and regionally;

Provide guidance and technical assistance to enhanced indicator and monitoring systems:
• Provide technical assistance to the design and implementation of an Information System to gather, analyze and present data;
• Provide substantive and technical assistance to the preparation of the Key Performance Indicators (KPI) for the education sector to measure and monitor the effectiveness, efficiency, and sustainability of education services;
• Provide assistance to the incorporation of KPIs into the Plan Follow-up System;

Actively participate in capacity development for the SSU:
• Conduct workshops and seminars on the strategies and plans of the general education sector for all stakeholders with the aim of developing consensus around them;
• Provide on-the-job training to the government staff of the Education Department/Line department at the Government level;
• Undertake other tasks relating to the education sector as requested.

Recruitment Qualifications

Education:

Masters in Education or related discipline.

Experience:

– Atleast 07 years of relevant advisory experience, and considerable knowledge of quantitative analyses and the ability to communicate results of research findings.

– Outstanding problem-solving, advocacy, analytical and communication skills

– If the candidate is from the private sector, then evidence of working with the public sector.

Language Requirements:
Fluency in English, including excellent writing skills.

Contract Duration : 06 months (initial)
