Civil Engineer – United Nations Pakistan

UNDP Pakistan does this through supporting the capacity development of institutions, strengthening community mobilization, assisting early recovery from disasters and internal displacements, reducing poverty, ensuring gender equity, improving environmental and climate change management, advocating and supporting equitable income generation policies and empowering legislatures and parliament.
One of the important components of UNDP projects is reconstruction of community based infrastructure affected by natural and/or manmade disasters or for the improvement of their livelihoods and resilience. For such projects, UNDP often requires the services of qualified civil engineers to take part in the evaluation process as well as supervise the rehabilitation work in order to ensure quality; as and when required by the Project. Keeping in view such requirements UNDP is intending to develop a roster of civil engineers who can be further contacted whenever need arises.

Functions / Key Results Expected

UNDP needs the services of Civil Engineers, who will be responsible for the following functions:

Summary of key functions:

1) Provide technical guidance on implementation of infrastructure components of the programme, and supervise technical activities focusing on quality assurance for the full cycle of infrastructure programming from formulation to implementation across all districts.

2) Provide technical guidance for and ensure effective implementation of strategies, standards and processes relating to infrastructure components across all regions.

3) Coordinate and Liaise with consultant companies, contractors, technical departments related to infrastructure projects and ensure quality assurance of the work undertaken by consultant companies, contractors and IP’s.

4) Overall monitoring of technical quality and standards in respect of infrastructure components

5) Facilitate information and knowledge management

1. Provide technical guidance on implementation of infrastructure components of the programme, and supervise technical activities focusing on quality assurance for the full cycle of infrastructure programming from formulation to implementation across all districts, focusing on achievement of the following:

  • Provide strategic guidance to field teams in appraising the physical, social and economic feasibility of proposed infrastructure sub-projects at the identification stage.
  • Review and provide feedback, where necessary, on infrastructure project proposals, work plans, budgets, implementation and monitoring arrangements, etc., and approve the technical aspects of infrastructure project proposals prior to submission for final approval by Programme Manager.
  • Review proposed mitigation measures to meet possible risks, bottlenecks and constraints during the implementation of infrastructure sub-projects, and provide feedback, where necessary.
  • Provide advisory services for implementation of infrastructure projects at the PIU and Field level, ensuring that infrastructure activities in targeted areas are implemented consistently and that field technical teams and implementing partners work effectively with established procedures on tendering, construction/rehabilitation and monitoring.
  • Provide early warning of infrastructure-related problems identified at the district and sub-project level, with suggestions for corrective measures to the field project Engineers.
  • Provide thoroughly researched infrastructure-related information for identification of areas of support and interventions, preparation of project proposals, progress reports, fact sheets, completion reports, etc.
  • Technical oversight of implementation of community infrastructure.
  • Facilitate information and knowledge management
  • Responsible for planning, implementation and follow-up of all technical engineering and construction matters related to the infrastructure development components of link roads, bridges, drainage channels, culverts, irrigation channels, drinking water supply schemes; street pavements and other interventions
  • Conduct qualitative and quantitative monitoring and evaluation of infrastructure projects in target areas and identify solutions if required to support community access giving consideration to materials, cost, climate, culture and international standards
  • Prepare BoQs, drawings and designs of new identified projects and completion of all necessary documentation and re-verification of selected schemes, if required.

2. Provide technical guidance for and ensure effective implementation of strategies, standards and processes relating to infrastructure components across all districts, focusing on achievement of the following:

  • Strengthen the quality standards for construction, monitor adherence to agreed standards, and improve uniformity of technical documents as well as practices across all field offices.
  • Provide technical guidance and inputs to consultant companies for the preparation of technical documents such as EOIs, ITBs, RFQs, RFPs, etc.; and consolidate such technical documents ensuring that they are in compliance with procurement guidelines for submission to the Procurement Unit at Country Office.
  • Participate in the evaluation of EOIs, ITBs, RFQs, RFPs, etc., as and when required.
  • Ensure approval of qualified contractors for implementation of infrastructure projects, by preparing the necessary documentation in close consultation with PMU focal points and the Procurement Unit at Country Office for submission to the Asset and Procurement Committee (CAP) and Regional Advisory Committee on Procurement (RACP).
  • Strengthen guidelines for capacity assessments and selection of implementing partners for infrastructure sub-projects.
  • Analyze the infrastructure process flow; identify operational and financial constraints; and recommend solutions in consultation with PIU focal points to Country Office.
  • Clarify technical aspects of infrastructure projects for field Engineers, field project teams as well as stakeholders, and assume overall responsibility for adherence to quality standards.
  • Interact with government and development agencies at the central level to obtain information on overall infrastructure development plans, specific needs in the relevant districts, strategies, priorities and required standards, etc.
  • Oversee the technical training for community oversight committees to have basic knowledge of civil works and able to monitor the construction activities,
  • Analyze market prices of the required goods and material and ensure the required material is procured on competitive prices;
  • Physically monitor construction of infrastructure and ensure that the required specifications are strictly followed in construction;
  • Ensure quality standards both qualitative and quantitative are considered during the technical monitoring and verification process;
  • Responsible for quality implementation and monitoring of technical engineering and construction matters in accordance with the terms of contractors’ contracts, bills of quantities, technical specifications and project documents.
  • Effective management of the project including progress monitoring and reporting, technical inspections, documentation of design change and variations in drawings and BOQs for approvals from NPC and ACD.
  • Documentation of all relevant activities (field trip reports, minutes of meetings, budgets, work progress etc.) in accordance with the organization’s guidelines and regulations.
  • Preparing and maintaining data base of all schemes, sharing progress on weekly, biweekly and monthly basis and relevant progress documentation
  • Document and control of cost implications of contract changes due to design and strategy development;


3. Coordination with community organizations, local counterparts and partners for coordinated implementation

  • Continuously collect, document and disseminate knowledge management materials on infrastructure projects with the objective of strengthening the capacity of technical and programme staff.

  • Close coordination with district/ Tehsil administration, work and services department, public health engineering, water management and other stake holders as required.
  • Coordinate with the operational units for timely disbursement of funds to the construction firms as per agreed contracts by ensuring completion and certification of agreed milestones.

4. Facilitate information and knowledge management

  • Ensure that ‘Material Source Qualification Approval Tests are done by Implementing Partners/ contractors for all selected infrastructure schemes in project area;
  • Prepare all relevant documentation and monthly progress reports of infrastructure schemes in accordance with the approved work plan and progress tracker;
  • Any other relevant task assigned by the Program Coordinator.

Impact of Results

The key results have an impact on the success of the crisis prevention and recovery component of the country programme. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Recruitment Qualifications

Education:

The candidate should possess a Bachelor’s Degree in Civil Engineering accredited by Pakistan Engineering Council. Master’s degree will be an added advantage.

Experience:

– Minimum 3 years of relevant experience of implementing and supervising civil works contracts.
– Minimum two years’ experience in developing evaluation criteria as well as developing civil works tender documents.
– The candidate should be able to prepare Unit Rate Analysis, Risk Mitigation Plan, Financial & Technical evaluation of Bids.
– Ability to analyze structural drawings, suggest improvements, and recommend solutions.
– Experience of working on complex, multi-site operations.
– Experience in the usage of computers and office software packages including Microsoft Office is essential
– Hands on experience of Auto Cad will be an added advantage.
– Experience of working with UN would be desirable.

Language Requirements:

Fluency in English, Urdu and Preferred Local Language.
