Associate Field Engineer – United Nations Pakistan

UNDP Pakistan does this through supporting the capacity development of institutions, strengthening community mobilization, assisting early recovery from disasters and internal displacements, reducing poverty, ensuring gender equity, improving environmental and climate change management, advocating and supporting equitable income generation policies and empowering legislatures and parliament.
One of the important component of UNDP projects is reconstruction of community based infrastructure affected by natural and/or manmade disasters or for the improvement of their livelihoods and resilience. For such projects, UNDP often requires the services of associate/ field engineers to take part in the evaluation process as well as supervise the rehabilitation work in order to ensure quality; as and when required by the Project. Keeping in view such requirements UNDP is intend to develop a roster of associate/ field engineers who can be further contacted whenever need arises. Following are the details for application.

Functions / Key Results Expected

UNDP needs the services of Associate/Field Engineers, who will be responsible for the following functions:

Summary of key functions:
1) Technical input for quantitative analysis of community infrastructure schemes prioritized by community organizations;
2) Technical oversight of implementation of community infrastructure.
3) Facilitate information and knowledge management

1. Technical input for feasibility and design of community infrastructure schemes prioritized by community organizations;

Provide assistance in completing preliminary, technical and financial evaluation of CAP cases and provide technical input during the evaluation process;
Provide assistance in examine financial proposals and prepare financial comparison/evaluation sheets accordingly;
Provide assistance to present all CAP cases to CAP committee and provide assistance in preparing justification/detailed note for the queries received from CAP, ACP and RACP; Conduct field visits to provide technical inputs to selected construction firms and Implementing Partner to ensure quality and timely delivery according to approved specifications and work plan;
Provide extensive technical inputs for efficient implementation of CBIs construction work and do necessary co-ordinate with staff and key stakeholders
Conduct qualitative and quantitative monitoring and evaluation of community based infrastructure being rehabilitated in target areas and identify solutions if required to support community access giving consideration to materials, cost, climate, culture and international standards
Provide assistance in preparation of BoQs, drawings and designs of new identified schemes and completion of all necessary documentation and re-verification of selected schemes, if required.

2. Technical oversight of implementation of community infrastructure

Conduct the technical trainings for community oversight committees to have basic knowledge of civil works and able to monitor the construction activities,
Collect data and analyze market prices of the required goods and material and ensure the required material is procured on competitive prices;
Physically monitor construction of infrastructure and ensure that the required specifications are strictly followed in construction;
Ensure quality standards both qualitative and quantitative are considered during the technical monitoring and verification process;
Responsible for quality implementation and monitoring of technical engineering and construction matters in accordance with the terms of contractors’ contracts, bills of quantities, technical specifications and project documents.
Documentation of all relevant activities (field trip reports, minutes of meetings, budgets, work progress etc.) in accordance with the organization’s guidelines and regulations.
Preparing and maintaining data base of all schemes, sharing progress on weekly, biweekly and monthly basis and relevant progress documentation
Document and control of cost implications of contract changes due to design and strategy development;

3. Coordination with community organizations, local counterparts and partners for coordinated implementation
Coordination with community organizations, local counterparts and partners for coordinated implementation as required by the management.
Supervise and coordinate the identification and implementation of community infrastructure schemes focusing on verification of already prepared BoQs, and suggest changes /revisions in order to ensure smooth implementation.
Support Construction supervisors, Implementing Partner/NGO and or construction firm to ensure proper technical ongoing monitoring of infrastructure schemes and build their capacity to better monitor the field work.
Coordinate with the Finance section for timely disbursement of funds to the construction firms as per agreed contracts by ensuring completion and certification of agreed milestones.
4. Facilitate information and knowledge management

Ensure that ‘Material Source Qualification Approval Tests are done by Implementing Partners/ contractors for all selected infrastructure schemes in project area;
Prepare all relevant documentation and monthly progress reports of infrastructure schemes in accordance with the approved work plan and progress tracker;
Any other relevant task assigned by the Program Coordinator.

The key results have an impact on the success of the crisis prevention and recovery component of the country programme. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Recruitment Qualifications

Education:
The candidate should possess Bachelor of Technology Honors (Civil) from an institute duly recognized by Higher Education Commission.

Experience:
• Minimum 5 years of relevant experience in civil works as quantity surveyor;
• Minimum 2 years of Experience with National/Multi-National organizations;
• Must be able to read/analyze structural drawings and quantifying/on site verification of work done.
• Undertaking cost analysis valuing completed work.
• Preparing, reviewing, analyzing BOQs as required.
• Must be able to provide cash flow data.
• Experience of working on complex, multi-site operations.
• Providing technical assistance to the management in dispute resolution.
• Experience in the usage of computers Microsoft Office excel, Auto Cad and other related software is essential.
• Work Experience with UN would be desirable.

Language Requirements:
Fluency in English, Urdu and Preferred Local Language.
